Phnom Penh: On June 25, 2026, the Ministry of Industry, Science, Technology and Innovation organized a workshop on the “Budget Strategic Plan 2027–2029, Budget Project 2027, Preparation of Procurement Agreements and Dissemination of the 2026 Citizen Budget Book” with the aim of strengthening public financial management based on procurement.

Speaking at the opening ceremony of the seminar, Minister Hem Vandy highlighted the importance of the public financial management reform program in improving the efficiency, transparency, accountability, and public service delivery of state institutions. He said, “Reform work must have a clear vision, high commitment, sincere participation and dedication to work.”
The Royal Government of Cambodia is implementing the fourth and final phase of the Public Financial Management Reform Program, focusing on building “achievement accountability” and cultivating an achievement culture across public institutions.
The Minister emphasized that budget preparation must be closely linked to policy priorities, institutional goals and measurable achievement indicators, and called on all budget units of the Ministry to strengthen budget strategic planning, improve budget implementation and ensure the efficient use of public resources to achieve tangible results.
He noted that although the Ministry has made continuous progress after delegating authority to budget units as fully delegated entities, There are still some challenges, including limited capacity to implement financial management systems, changing budget implementation conditions, and continued improvement of financial reporting.
