Phnom Penh: The Department of Anti-Technology Crime, in collaboration with the Department of Internal Security and the Tbong Khmum Provincial Police, has cracked a case of criminals using Telegram accounts using the leader’s picture as a profile as a means of threatening victims and extorting money.

Through the Department of Anti-Technology Crime’s Facebook page, it was reported that this operation was carried out under the orders of General Sar Thet, Commissioner-General of the National Police. On June 20, 2026, the Department of Anti-Technology Crime, in collaboration with the Department of Internal Security and the Tbong Khmum Provincial Police, arrested a suspect named H.T.H, male, in connection with the case of using a fake Telegram account using the leader’s picture as a profile as a means of threatening victims and extorting money.

Through research and questioning the suspect, experts determined that the suspect had committed fraud using this technology approximately 50 times and had gained more than $110,000 from the crime and used the method of defrauding the victim. The suspect went to watch the live broadcast on Facebook. Selling clothes and fruits, the suspect took note of the victim who ordered by forging the Telegram account of the owner of another business’s Facebook page, contacting the victim who ordered, saying that the victim had sent money to the shop’s bank account, which was against the policy, damaging the system, causing the bank to block the shop’s bank account and requiring the victim to pay to resolve the matter. If the victim refused to pay, the suspect used the Telegram account that was forged as a leader (National Police) to contact the victim, threatening to arrest the victim.

Currently, the department has filed a case to send the above suspect to the Phnom Penh Municipal Court to continue legal proceedings. The Department of Anti-Technology Crime has urged citizens to be careful about communicating from accounts on social media without a clear source, avoid being deceived by scammers in any way, and report to the authorities immediately in case of any unusual communication so that the authorities have a basis to investigate and crack down on these scammers in a timely manner.
