Phnom Penh: On the morning of June 15, 2026, at the Koh Pich Exhibition and Convention Center, Mr. Heng Sour, Minister of Labor and Vocational Training, and Mr. Wang Wenbin, Ambassador of the People’s Republic of China to Cambodia, presided over the handover ceremony of the book “China’s National Occupational Standards Package” and the signing ceremony of the Memorandum of Understanding (MoU) on Cooperation in Technical and Vocational Education and Training (TVET) between the Ministry of Labor and Vocational Training and BYD CAMBODIA CO., LTD. .

On that occasion, Mr. Wang Wenbin presented the book “China’s National Occupational Standards Package”, which was a gift from the Ministry of Human Resources and Social Security of China, to Minister Heng Sour. The book, which details the skills and assessments of many occupations, divided into different types and skill levels, is very important in contributing to strengthening Cambodia’s national safety standards.

Meanwhile, the two sides also presided over the signing ceremony of a Memorandum of Understanding (MoU) on Cooperation in Technical and Vocational Education and Training (TVET), which was signed by HE Chea Kosal, Secretary of State of the Ministry of Labor and Vocational Training, and Mr. XIAO Haiping, Director of Administration of the BYD President’s Office.

The purpose of this MoU is to strengthen cooperation between the two parties in developing a high-quality technical and vocational education and training system in line with Cambodia’s industrial development priorities, especially in the automotive and new energy vehicle (NEV) sectors, and to enhance the skills and capabilities of the workforce through training programs based on industry needs to support economic structural transformation and industrial upgrading in Cambodia.

In addition, the MoU will promote the integration of digital, smart and green technologies into the TVET service system, facilitate technology transfer, knowledge exchange and capacity building, Support workforce development and the preparation of skilled human resources needed for the automotive and new energy vehicle (NEV) industry in Cambodia.

This collaboration comes as the Cambodian government is promoting the use of NEVs  as the use of this type of vehicle in Cambodia increases, which requires more training in maintenance and repair skills. The Minister expressed his strong belief that this cooperation will be a key catalyst to boost productivity, workforce growth, support diversification and industrial upgrading, and expand decent job opportunities for youth, especially in the NEV sector.

The scope of this cooperation focuses on establishing or modernizing specialized training centers, laboratories, and workshops for NEV skills and advanced manufacturing skills, building trainer capacity, and work-based learning and internships through the development of a bilateral training system that combines classroom learning with practical on-the-job training in BYD and partner enterprises, etc.

In addition, there is curriculum development, technology and equipment support, research and innovation (joint research initiatives on skill needs, upgrading of emerging industries and technologies in the NEV and green economy sectors, and connecting trained graduates with job opportunities at BYD and in the related supply chain.
