Phnom Penh: On June 26, 2026, the Cambodian Microfinance Association (CMA) and the Agricultural and Rural Development Bank (ARDB) signed a Memorandum of Understanding (MoU) to establish a cooperation framework to promote sustainable green finance and climate-resilient financial services in the banking, microfinance, agriculture and micro, small and medium enterprises (MSMEs) sectors in Cambodia.

This strategic partnership is an initiative designed to respond to Cambodia’s vulnerability to climate change and environmental degradation and in line with the Royal Government of Cambodia’s commitment to sustainable, environmentally friendly and climate-resilient socio-economic development.

The agreement was signed in Phnom Penh by Mr. Sok Voeun, Chairman of the Board of Directors of the Cambodia Microfinance Association and Mr. Chan Seiha, Deputy Director General of the Rural and Agricultural Development Bank, represented by Dr. Kao Thach, the Royal Government Delegate in Charge and Director General of the Rural and Agricultural Development Bank.

The signing ceremony was held in the presence of the Board of Directors of the Cambodia Microfinance Association, member institutions of the Association, leaders of the Rural and Agricultural Development Bank, representatives of the National Bank of Cambodia, relevant ministries, development partners and other distinguished guests.

Mr. Sok Voeun, Chairman of the Board of Directors of the Cambodian Microfinance Association, said, “This memorandum of understanding is a significant turning point for the financial sector in Cambodia. By aligning our efforts with national climate priorities, we have been strengthening the capacity of our member financial institutions in ESG and climate risk management, and helping to pave the way for much-needed green finance to micro, small and medium enterprises and sustainable projects that support Cambodia’s green economic growth and resilience.”

“Cambodia’s agriculture and agro-industry sectors require robust and sustainable financing mechanisms to build resilience to climate change, and ARDB will continue to support the provision of effective and sustainable green finance,” said Chan Seiha, Deputy CEO of ARDB.
