Phnom Penh: The Royal Government of Cambodia has formally protested Thailand’s continued violation of Cambodia’s sovereignty and territorial integrity through land surveying and marking the boundary in the area of Serengkang Village, O Bei Chon Commune, O Chrov District.
Between June 18 and 22, 2026, a Thai land surveying team, along with approximately 25 Thai citizens and 9 accompanying vehicles, surveyed land and marked the boundary in the area of Serengkang Village, O Bei Chon Commune, O Chrov District, Banteay Meanchey Province, along the border line between posts 46 and 47.
Through a press release from the Ministry of Foreign Affairs on June 24, 2026, the Royal Government of Cambodia strongly protested the above activities, which clearly violate Article 5 of the Memorandum of Understanding 2000 (MOU-2000) between the Government of the Kingdom of Cambodia and the Government of the Kingdom of Thailand on the Measurement and Demarcation of the Land Border and the Technical Procedures 2003 (TOR 2003), as well as the minutes of the special meeting of the Joint Boundary Commission (JBC) dated 22 October 2025 in Chanthaburi Province, Thailand.
These actions are also a violation of point 1 (De-escalation measures) of the Joint Declaration of the 3rd Special Meeting of the General Boundary Commission (GBC) dated 27 December 2025, where both sides agreed to entrust the Joint Boundary Commission (JBC) with the task of continuing the measurement and demarcation of the border as soon as possible, in accordance with the existing agreements between the two countries.
Cambodia absolutely does not recognize the border line or unilateral territorial claims of Thailand, and would like to emphasize that the recent actions will not affect its legitimate rights or position on the international border.
The Royal Government of Cambodia demands that Thailand immediately cease all these illegal activities, cease all unilateral actions, and work to ease tensions, enhance mutual trust, and maintain peace and good neighborliness along the border between the two countries.
Cambodia reaffirms its unwavering commitment to resolving border disputes with Thailand, as well as with all neighboring countries, through peaceful means in accordance with international law and existing bilateral agreements, adhering to the principled position that the border line shall not be changed by force.
