Phnom Penh: July 2, 2026, the Asian Development Bank (ADB), together with the Royal Government of Cambodia through the Ministry of Mines and Energy and the Small and Medium Enterprises Bank of Cambodia (SME Bank), in collaboration with the Credit Guarantee Corporation of Cambodia (CGCC), CIMB Bank, and Foreign Trade Bank of Cambodia (FTB Bank), yesterday launched the Energy Efficiency Revolving Fund (EERF) to support increased investment in energy-efficient technologies in Cambodia.
“The Energy Efficiency Revolving Fund is an innovative new mechanism that complements ongoing reforms supported by ADB to accelerate clean energy integration and promote inclusive and sustainable finance,” said Yasmin Siddiqi, Country Director for Cambodia of the Asian Development Bank (ADB).
The EERF is a financing mechanism established under Cambodia’s Energy Transition Sector Development Program and is designed to promote investment in energy-efficient technologies by local SMEs, which represent over 90% of companies operating in the country.
By providing access to financing on more favorable terms with flexible financial products, the EERF will enable SMEs to invest in modern energy-efficient equipment and practices that improve their competitiveness by reducing energy costs and reliance on imported fuel.
“Energy efficiency is the cleanest and most affordable form of Cambodia’s energy transition, providing one of the most effective ways to reduce energy costs, enhance energy security, and reduce the cost of energy consumption,” said Dr. Ty Norin, Permanent Secretary of the Ministry of Mines and Energy. and reduce emissions.”
